Science is primarily a practical subject but in most countries science has failed to develop because of lack of practical skills developed in such countries. However, most developed countries have developed because of the development of science practical skills put in use. Science is highly developed in USA, UK, Japan, India, Russia, Germany and France. Most of the African states have failed to take seriously science and technology because of lack of practical skills developed in students (learners). The general public has continued to decry the poor performance of Ugandan children in the national mathematics examinations Opolot, C.O (2007). Mathematics is one of the compulsory subjects in both primary and secondary levels of education in the country. Many questions have been raised as to why mathematics is a problem to many pupils and in many schools, in 1997, 69% of those who sat for PLE failed mathematics and in 1999, 53% of candidates who sat for PLE failed, report of Candidates, (2001). The scenario of failing mathematics by many pupils in most of the Ugandan school has remained as a recurring problem. Numerous reasons have been cited for the recurring failure of pupils that has resulted to poor performance both at school level and at national but do not provide satisfactory explanation which can lead to improved performance
